Lamar’s senior dog catcher recently killed two dogs before their time was up and the shelter was not crowded. This was only the most recent of many such occurrences of this nature over the years.
Clearly, he believes that he is in business for himself, that rules don’t apply to him, and his superiors are irrelevant. How long is the city going to tolerate this?
